In February 2023, the fallback sequence for Konkani in the Mediawiki software was changed to include Hindi before falling back to English. This means that if the software doesn't find a part of the Wikipedia interface translated into Devanagari Konkani, earlier it used to display the English text instead. But now as a result of this change, it displays the Hindi text. In case it doesn't find the Hindi text either, it displays the English text.
Since this change was implemented, Hindi text has started showing up at various places in the Wikipedia, for example in the Tech News posts, and in edit summaries (1, 2).
I do not think that there is any basis to believe that Konkani speakers in general can read written Hindi better than they can read English. The feedback that I have personally received is that community members are able to comprehend the Tech News and edit summaries in English much better than in Hindi.
In addition, if we assume that Devanagari Konkani readers can read English, then logically they can also understand Konkani in the Roman (Latin) script.
Thus, I propose to request that the fallback sequence be changed from
Devanagari Konkani -> Hindi -> English
to
Devanagari Konkani -> Romi Konkani -> English
