As this wiki's only administrator, you are the only local user who can edit the protected templates प्रारूप:Charcha and प्रारूप:चर्चा. In order to make these two templates work properly on "archived" talk pages (like चर्चा:रुपें, archived to चर्चा:रुपें/Archive 1), they need to be changed in a way similar to these changes that I made to प्रारूप:Welcome.

Alternatively, you could unprotect the templates and I could change them and then protect them again when I'm finished.
I have made the changes you requested, @Dcljr, and also changed the protection level so that all autoconfirmed users can edit the templates, hence, you can make further changes as needed.

This needs to be done to all the user talk pages that have been tagged with {Wikitext talk page converted to Flow} to prevent the kind of problems that are still visible (as I type this) at वापरपी चर्चा:John Noronha and वापरपी चर्चा:Meno25 (i.e., huge "welcome" template squeezed into a little space and redlink to "archived" discussion).
